Or the council could make a switch to "bins" which are known to be popular in other parts of the country.

Maybe nobody should clean up after the blighters and they should have to wallow in their own self-made filth?

A large dollop of strong bleach inside the bags will keep the seagulls away until the residents buy some plastic bins. A couple of quid to prevent the mess doesn't seem too much to pay.
